Sorry for the delay in answering, but here it is:
Any theme and theme configurations are setup in the administrator’s section, so you need to be an system admin to setup themes and configurations.
Go to General Configuration > Add-ons > In the left column locate RefinedTheme. Then go to the different tabs to make different settings (so the theme tab to create themes, and the Customer Portal-tab to set tabs to portal. On the main page you can set a global theme.
If you are logged in as an admin, you can also access the Theme Configuration directly from the Help Center and the portals in the top right corner.
